Oman launches its national advanced air mobility strategy and entrusts its development to the international consortium GUAMobility
Montreal (Quebec), 8 July 2026 – Building on the Oman Vision 2040 and in line with the United Nations Sustainable Development Goals, the Sultanate of Oman is launching a landmark initiative aimed at defining and rolling out its national strategy for advanced air mobility (AAM). Announced at the National Forum on Advanced Air Mobility held in Muscat, the mandate has been entrusted to the international consortium GUAMobility, of which the Canadian firm Innovitech is a founding member.
Led by the Ministry of Transport, Communications and Information Technology (MTCIT), in coordination with the Civil Aviation Authority (CAA) and the Oman Logistics Center (OLC), this programme aims to guide the progressive integration of drones and electric vertical take-off and landing aircraft (eVTOL) into Omani airspace. Priority use cases include passenger transport, freight logistics, emergency medical services, search and rescue, infrastructure inspection, security operations, and oil and gas operations.
This initiative is underpinned by strong national governance, coordinated by a national steering committee chaired by His Excellency Engineer Said bin Hamoud Al Maawali, Minister of Transport, Communications and Information Technology (MTCIT). The committee brings together key stakeholders from the Omani ecosystem, including the Civil Aviation Authority (CAA), Oman Airports, the Oman Logistics Center, the Ministry of Housing and Urban Planning, as well as several security and investment entities.

An unprecedented national and systemic approach
Exceptional by international standards, Oman’s approach rests on the coordinated engagement of all national stakeholder, public, private, academic, and institutional, around a shared vision for advanced air mobility. The national strategy adopts a fully systemic approach, structured around eight integrated components covering regulatory, institutional, infrastructural, economic, and social dimensions. This approach aims to accelerate the transition from innovation to concrete, safe, and sustainable operations.
The GUAMobility consortium at the heart of the initiative
The mandate is led by GUAMobility, the consortium’s lead organization, which brings together a multidisciplinary network of around ten international partners, each contributing specialized expertise to Oman’s national AAM strategy. Three partners play a structural role:
- GIS Hub — an Omani geospatial intelligence and data analytics firm (satellite imagery, drone surveys, sensor networks);
- DTA International — an architecture, urban planning, and engineering agency (airport, port, and urban infrastructure);
- Innovitech — a Canadian strategy and innovation consulting firm, specializing in ecosystem structuring and advanced air mobility roadmap development.
They are supported by a network of leading experts and collaborators:
- EGIS — an international engineering and consulting group in infrastructure and mobility;
- SETEC — an independent engineering group (transport, infrastructure, and complex structures);
- FRACS (France Aviation Civile Services) — the consulting and expertise arm of French civil aviation: regulation, safety oversight, and air navigation;
- CGX Aero — aeronautical information management and flight procedure design (geographic information systems for aviation);
- JADE Advisory — strategy, project financing, and public-private partnership (PPP) advisory;
- MIXHIVE — international real estate development advisory: shopping centres, mixed-use projects, and urban site transformation;
- LUNA — next-generation mobility solutions.
Specialized in the introduction of innovative transport solutions, particularly in the aviation sector, GUAMobility’s mission is to facilitate a smooth transition toward new forms of mobility. The consortium places emphasis on safety, sustainability, and operational integration, supporting regions in developing realistic and executable strategies.
