Global Management of the project “Horizon” – UAS Centre of Excellence (CED)
The brief
The Drone Excellence Center (CED) is the driving force behind a transformative initiative – the Horizon Project – representing a total investment of several million dollars aimed at developing state-of-the-art infrastructure and equipment for test flights. This project aims to support the development of the Unmanned Aerial Systems (UAS) industry by meeting the operational needs of aerospace industries and promoting the sustainable transition of the Quebec industry.
Innovitech provided comprehensive support for the overall management of the project, including the integration of new equipment and infrastructure, as well as a close partnership with private and public stakeholders to position the CED at the forefront of innovation in aerospace.

The results
The support we provided to the CED in Alma encompassed several aspects:
- Definition of the needs and technical requirements of the equipment through calibration of various international models specialized in UAS, interviews with potential partners, solicitation of commitment letters, and drafting of calls for proposals.
- Legal support in the project structure, agreements with suppliers, and preparation of accountability reports.
- Establishment of a financial structure and support for fundraising.
- Development of a strategy for managing the equipment acquisition process and open calls for proposals.
- Planning over several years the needs for human resources and financing through the development of a comprehensive vision plan for the CED.
