Design of the strategic plan for the Logistics and Transportation Metropolitan Cluster of Montreal
The Mandate
CargoM, the Greater Montreal Metropolitan Logistics Cluster, is a key player in the region’s economic development, bringing together major stakeholders in the transportation and logistics sectors. In response to the rapid transformations affecting the industry, CargoM launched a structured strategic planning initiative for the 2026–2028 period.
The objective of this mandate was to support CargoM in building a robust strategic plan, informed by a deep understanding of its internal and external environments, and strengthened through meaningful engagement with its members and partners.
Innovitech supported CargoM throughout this process by delivering a comprehensive analysis, clear decision-making tools, and a mobilizing framework of strategic directions for the next few years.

Innovitech led the development of CargoM’s strategic planning through the following activities:
- Internal environment analysis: outlined the priorities and vision of the management team and board of directors;
- External environment analysis: identified sector trends and benchmarking against similar cluster organizations both in Montreal (sectoral clusters) and internationally (in the U.S. and Europe);
- Definition of key issues, strategic directions, and objectives (2026–2028): ensuring CargoM’s positioning remains coherent and value-driven within Greater Montreal’s transportation and logistics ecosystem.
