Advanced air mobility has entered an implementation phase; it is a strategic imperative: we must begin today to establish the conditions for its actual deployment.

International experiences are clear in this regard: the jurisdictions making the fastest progress are not those that innovate the most, but those that best organize their path forward. Clear governance, regulatory sequencing, prioritization of concrete use cases, and infrastructure preparation: these elements transform ambition into the capacity for execution.

As the world’s third-largest aerospace hub, Quebec benefits from a major industrial and scientific ecosystem, within which many advanced air mobility companies are already active. Furthermore, its demanding climatic conditions (harsh winters and complex operational environments) make it a particularly relevant testing ground for developing and validating robust solutions on an international scale.

These strengths offer the province a real opportunity to position itself as a global hub for advanced air mobility (AAM). However, without swift and coordinated action, the province risks not only slowing its own development but also becoming merely an integrator of solutions designed elsewhere, rather than a key player in shaping the standards and models of the future.

Developing a roadmap for advanced air mobility means creating a shared framework for action, a tool to align priorities, guide investments, clarify roles, and accelerate the transition from experimentation to operation. But such a roadmap cannot be developed in isolation. It requires the active contribution of all stakeholders: governments, municipalities, transportation authorities, industry players, researchers, operators, and end users. Each holds a piece of the solution. None can, on its own, shape the whole.

It is precisely with this in mind that we are organizing a strategic workshop in partnership with ADM Aéroports de Montréal, the Centre d’excellence sur les drones (CED), Espace Aéro, GUAMobility, and the City of Mirabel: to bring stakeholders together, establish a framework, and identify concrete priorities grounded in Quebec’s operational realities.

Today, we are issuing a clear call to all stakeholders in the ecosystem: your participation is essential. Let’s define together the conditions for deploying advanced air mobility. Let’s ensure that our realities, our needs, and our ambitions are at the heart of structural decisions. Let’s shape the transformations to come rather than simply endure them.

Advanced air mobility will be built with those who commit to it now.

Quebec has everything it needs to be a leader. It must now act as such.
